At Zhongxin General, product quality is not a marketing claim — it is a documented, independently verified outcome. Every transformer and power equipment unit we manufacture undergoes a structured quality assurance process, from raw material inspection through factory acceptance testing, culminating in third-party type testing conducted by accredited inspection bodies.

China operates the world’s largest power grid, and the quality assurance infrastructure that supports it reflects that scale. The National Inspection and Testing Centers for Power Transmission and Distribution Equipment — operating through provincial centres across China — conduct independent type testing and factory acceptance testing to both Chinese national standards (GB) and international standards (IEC).
These centres have accumulated decades of testing experience across the full spectrum of power equipment, from small distribution transformers to large main power transformers. Their technical capability, laboratory infrastructure, and testing scope are comparable to leading international testing bodies. Importantly, their test reports are issued in both Chinese and English, making the results fully accessible to international buyers and engineering teams.
The National Inspection and Testing Center for Power Transmission and Distribution Equipment (Shandong), operated by Shandong Institute for Product Quality Inspection, is one of the most respected centres in this network. The type test report shown on this page — Report No. AG1300955-2025 — was issued by this centre for our SZ22-31500/35-NX1 31,500 kVA OLTC power transformer, covering a comprehensive 49-page test programme conducted between September 19 and September 26, 2025.
The test scope for this unit included:
Test conclusion: All test items meet the requirements of GB/T 1094.1-2013, GB/T 1094.2-2013, GB/T 1094.3-2017, GB/T 1094.5-2008, GB/T 6451-2023, GB/T 7595-2017, JB/T 10088-2016, JB/T 501-2021, GB 20052-2024, IEC 60076-1:2011, IEC 60076-2:2011, IEC 60076-3:2013+AMD1:2018, IEC 60076-5:2006, and the Technical Service Contract for Oil-immersed Power Transformers SDQI (Y) 0401-2025.
The unit achieved Energy Efficiency Grade 1 — the highest classification under China’s GB 20052-2024 standard.
All type test reports displayed on this page are issued by CNAS-accredited and ilac-MRA-recognized laboratories, holding MA certification, the above test was seperately operated by Suzhou Electrical Apparatus Science Research Institute Co., Ltd of China National Center for Quality Inspection and Test of Electrical Apparatus Products, Shandong Institute for Product Quality Inspection of National Inspection and Testing Center for Power Transmission and Distribution Equipment (Shandong), Zhejiang Fangyuan Electrical Equipment Testng Co., Ltd of National Center of Quality Inspection For Electrial Safety(Zhejiang).
We recognise that international buyers and project owners frequently have established requirements for third-party testing conducted by institutions recognised in their own markets. This is a standard and legitimate procurement requirement, and we are fully prepared to work within it.
Different markets have different preferred testing bodies. For example:
Our approach is straightforward: before committing to a supply contract, we work with the buyer to agree on the applicable testing standards, the specific test items required, and the mutually acceptable testing institution. This agreement is documented in the contract to ensure complete clarity for both parties.
We have experience preparing documentation packages, factory witness test arrangements, and equipment for third-party inspection across a range of international testing institutions. Our engineering team is available to discuss your specific project’s testing requirements at the enquiry stage.
For projects requiring the highest level of internationally recognised certification — particularly for high-voltage power transformers where buyer confidence in test integrity is paramount — Zhongxin General has established a strategic three-party cooperation framework with two of the most respected institutions in the field:
the Chengdu operation of TÜV Rheinland, one of the world’s leading independent testing, inspection, and certification organisations, founded in Germany in 1872 and operating in over 50 countries. TÜV Rheinland certification is recognised and accepted by utilities, EPC contractors, project owners, and financial institutions across Europe, the Middle East, Southeast Asia, Africa, and the Americas. Our close working relationship with TÜV Rheinland Chengdu means we can mobilise their involvement efficiently when a project’s certification requirements demand it.
China’s premier national research and testing institution for high-voltage electrical apparatus, with some of the most advanced high-voltage test facilities in Asia, including full short-circuit withstand testing capability for large power transformers. XIHARI’s test results are recognised both domestically and internationally by project owners and engineering teams familiar with China’s power equipment sector.
Under this three-party cooperation arrangement, Zhongxin General, TÜV Rheinland Chengdu, and XIHARI work together to provide a complete, internationally credible certification package for high-voltage equipment — combining XIHARI’s world-class physical test infrastructure with TÜV Rheinland’s global recognition and independent audit capability.
When your project requires top-tier certification for high-voltage transformers — whether driven by lender requirements, utility specifications, EPC contract obligations, or your own procurement standards — we can provide a fast, coordinated certification pathway without the delays typically associated with engaging international testing bodies from scratch. The cooperation framework is already in place; it simply needs to be activated for your specific equipment and test scope.
This capability is particularly relevant for:
Contact our engineering team at the enquiry stage to discuss how this certification framework can be structured for your specific project requirements.
Third-party test reports — whether from Chinese national centres or international institutions — are important verification tools. But the most reliable indicator of a transformer manufacturer’s output quality is the robustness of the factory’s own quality management system and its day-to-day production discipline.
Zhongxin General’s quality assurance is built on:
Oil Immersed Distribution Transformers in Testing
Dry Type Distribution Transformers in Testing
Oil Immersed Main Transformer in Testing
We hold CQC product certifications, and operate under a certified quality management system. As a National “Little Giant” (Xiaojuren) Enterprise, we have also met the rigorous criteria for innovation capability, technical depth, and quality management that this designation requires.
