China's National Testing Infrastructure: World-Class Capability

China operates the world’s largest power grid, and the quality assurance infrastructure that supports it reflects that scale. The National Inspection and Testing Centers for Power Transmission and Distribution Equipment — operating through provincial centres across China — conduct independent type testing and factory acceptance testing to both Chinese national standards (GB) and international standards (IEC).

These centres have accumulated decades of testing experience across the full spectrum of power equipment, from small distribution transformers to large main power transformers. Their technical capability, laboratory infrastructure, and testing scope are comparable to leading international testing bodies. Importantly, their test reports are issued in both Chinese and English, making the results fully accessible to international buyers and engineering teams.

The National Inspection and Testing Center for Power Transmission and Distribution Equipment (Shandong), operated by Shandong Institute for Product Quality Inspection, is one of the most respected centres in this network. The type test report shown on this page — Report No. AG1300955-2025 — was issued by this centre for our SZ22-31500/35-NX1 31,500 kVA OLTC power transformer, covering a comprehensive 49-page test programme conducted between September 19 and September 26, 2025.

International Third-Party Testing: Meeting Your Project's Requirements

We recognise that international buyers and project owners frequently have established requirements for third-party testing conducted by institutions recognised in their own markets. This is a standard and legitimate procurement requirement, and we are fully prepared to work within it.

Different markets have different preferred testing bodies. For example:

  • Projects tendered by Nepal Electricity Authority and similar South Asian utilities often specify Short-circuit Testing Liaison (STL) member laboratories — such as KERI (Korea Electrotechnology Research Institute) in South Korea — as the mutually agreed third-party testing institution for short-circuit withstand verification.
  • European projects may require testing to IEC 60076 series standards with witness testing by TÜV, KEMA/DNV, or equivalent bodies.
  • Middle Eastern and African utility projects may specify CESI, CPRI (India), or other regionally recognised institutions.

Our approach is straightforward: before committing to a supply contract, we work with the buyer to agree on the applicable testing standards, the specific test items required, and the mutually acceptable testing institution. This agreement is documented in the contract to ensure complete clarity for both parties.

TÜV Rheinland (Chengdu)

 the Chengdu operation of TÜV Rheinland, one of the world’s leading independent testing, inspection, and certification organisations, founded in Germany in 1872 and operating in over 50 countries. TÜV Rheinland certification is recognised and accepted by utilities, EPC contractors, project owners, and financial institutions across Europe, the Middle East, Southeast Asia, Africa, and the Americas. Our close working relationship with TÜV Rheinland Chengdu means we can mobilise their involvement efficiently when a project’s certification requirements demand it.

Xi'an High Voltage Apparatus Research Institute Co., Ltd. (XIHARI / 西高院)

China’s premier national research and testing institution for high-voltage electrical apparatus, with some of the most advanced high-voltage test facilities in Asia, including full short-circuit withstand testing capability for large power transformers. XIHARI’s test results are recognised both domestically and internationally by project owners and engineering teams familiar with China’s power equipment sector.

Under this three-party cooperation arrangement, Zhongxin General, TÜV Rheinland Chengdu, and XIHARI work together to provide a complete, internationally credible certification package for high-voltage equipment — combining XIHARI’s world-class physical test infrastructure with TÜV Rheinland’s global recognition and independent audit capability.

What Matters Most: The Factory's Own Quality System

Third-party test reports — whether from Chinese national centres or international institutions — are important verification tools. But the most reliable indicator of a transformer manufacturer’s output quality is the robustness of the factory’s own quality management system and its day-to-day production discipline.

Zhongxin General’s quality assurance is built on:

  • Raw material control: Silicon steel, copper conductor, insulating paper, and transformer oil are sourced from qualified suppliers and subject to incoming inspection before entering production.
  • In-process quality checkpoints: Key stages — core lamination, winding fabrication, vacuum drying, oil processing, and assembly — each have defined inspection points with documented results.
  • Factory acceptance testing: Every unit is tested in our own testing centre before dispatch, regardless of whether a third-party witness test is also required.
  • Traceability: Each unit carries a serial number linked to its full production record, including raw material batches, process inspection records, and test data.
  • Standards compliance: Our production management system is aligned with GB national standards and IEC international standards, enabling us to manufacture to either framework depending on the project’s requirements.
