On May 22, 2026, Zhongxin General was invited by the Chengdu Commercial Association (蓉商总会) to participate in the reception of a joint investment promotion delegation from Jizzakh State and Jizzakh City Government, Uzbekistan (乌兹别克斯坦吉扎克州及吉扎克市政府). This was Zhongxin General’s second time receiving a Jizzakh government delegation — the first having taken place on August 12, 2025, when the Jizzakh City Government sent an initial delegation to Chengdu.

A Delegation of Substance
Compared to last year’s introductory visit, this delegation came with considerably greater weight. The group included the Mayor of Jizzakh City Mr. HOLMURODOV KOMIL ADHAMOVICH, the Deputy Governor of Jizzakh State Mr. YUSUPOV BAKHROM MUZAFFAROVICH, the Press Secretary and Director of Information of the Jizzakh State Governor’s Office, the Director of the State Governor’s Administration, the Acting Director of the Jizzakh State Investment, Industry and Trade Authority, the Director of the State Real Estate Registration Agency’s regional office, the Director of the State Construction and Housing Utilities Authority, and the Deputy Director of the Jizzakh State Agriculture Authority, the Rector of Jizzakh State Pedagogical University, the head of Jizzakh Free Economic Zone, the branch director of Ipotekabank, the director of the Jizzakh IT PARK, and senior specialists from the Investment, Industry and Trade Authority.
The original delegation list had also included the Governor of Jizzakh State, the Deputy Minister of Investment, Industry and Trade of the Republic of Uzbekistan.
The composition of this delegation speaks for itself: virtually every authority involved in investment project approval and implementation was represented in the room — ready to answer questions from interested enterprises on the spot. That level of preparation is only possible after more than a year of substantive high-level engagement between the two cities.


The Event Format
The afternoon opened with a presentation by the Chengdu Television host specially invited by Chengdu Commercial Association to moderate the proceedings.

The session was structured in two parts: first, a comprehensive introduction to Jizzakh State’s investment environment, followed by an open Q&A between Chengdu enterprises and the delegation. Topics covered included company registration timelines, capital inflow and outflow, tax policy, and land use. A Chinese entrepreneur with over 20 years of investment experience in Jizzakh was also present, offering first-hand answers to practical questions that only someone on the ground could address.


A small exhibition and trade fair was held during the break, giving enterprises a chance to present their products and services informally to delegation members.

The evening concluded with a banquet featuring local Chengdu spirits and a traditional Sichuan Opera face-changing performance (Bian Lian / 川剧变脸) — an iconic Chengdu cultural experience that never fails to impress first-time visitors. After a full afternoon of serious business, the relaxed atmosphere of the banquet gave both sides the chance to build the personal relationships that underpin long-term cooperation.

Zhongxin General’s Interest in Uzbekistan
During the event and the banquet, Zhongxin General’s representatives took the opportunity to briefly introduce the company’s core business and a product offering that is particularly well-suited to the Uzbek market.
Uzbekistan is characterised by high solar irradiance and a rapidly growing number of distributed photovoltaic installations. Zhongxin General’s industrial and commercial energy storage systems, together with the virtual power plant management system co-developed with Sichuan University’s School of Electrical Engineering, are designed precisely for environments where dispersed generation sources need to be centrally coordinated — managing surplus power storage and grid feed-in across multiple distributed solar sites. It is a solution that aligns naturally with Uzbekistan’s energy transition direction.
The two previous receptions of Jizzakh delegations, combined with the ongoing relationship between Chengdu Commercial Association and Jizzakh’s leadership, provide a solid foundation for Zhongxin General to explore concrete cooperation opportunities in the region. We look forward to the planned return visit by the joint delegation of Chengdu Commercial Association and Dazhou Commercial Association (达州商会) to Jizzakh in the near future.
